Overview of Hart Board Meeting March 7th
The Hart District met on March 7th. On the
agenda was the matter of "Intradistrict Transfers From
Impacted Schools." Steve Samsone (Castaic School Board
Member) presented the Board with a four-point proposal to
amend their February 21st decision. The proposal included
numbers from incoming Castaic students that were surveyed
with regard to voluntarily attending Valencia High School.
It included some projected numbers of students from West
Ranch High that may want to "open enroll" at another school.
It contained implementing a widespread campaign to get
additional West Ranch students to "open enroll" at other
schools, therefore making spots available to Castaic
students. The theory was that with all these amendments in
place there might enough room to house some or all of the
Castaic students at West Ranch. The Castaic Board also
offered to fundraise to help with the expense of putting a
"few" portables on the West Ranch campus. The main thrust
was to let the incoming Castaic freshman choose where they
want to go to school: Valencia or West Ranch. The
Superintendent, Jamie Castellanos, stood up and stated that
these suggestions would just not be possible to implement.
He said there was not enough manpower, nor time, to make
these accommodations. In addition, he stressed that the
district has to work with real numbers - not surveys or
projections.
Outcome: There will be no "open
enrollment" policy. Any student looking to go to a school
outside his/her boundary will have to go through the
Intradistrict Transfer Policy that is currently in place.
However, the Board unanimously agreed to encourage all
administrators to give special priority to Castaic students.
It was also stated that students who would like to get into
schools currently under capacity - Hart High and Golden
Valley - would very likely be accepted. The Board reiterated
that schools at or above capacity would be near impossible
to get into.
The Board has experienced much grief over
this decision. Many have had tons of hate mail. Some have
been verbally attacked in public. Whether they made mistakes
in the past or not they are the only people who can help us.

We desperately need to help facilitate the
building of Castaic High School. We know that unless Castaic
High gets under way within the year we will all suffer.
Please, don't alienate the Castaic community. Some of you
have already experienced their pain (many people have been
diverted from neighborhood elementary schools - and some on
more than one occasion). It is time to clean the slate and
get down to ensuring that our children get to go to their
neighborhood Jr. High and High School!
I will do my best to keep you updated. I will
be speaking with Ray Pearl (VP of SunCal) to get all the
details on this Regional Planning Meeting. Thank you for
